Based in Culver City, CA, The Arsenal Film & Creative was founded over 10 years ago in the heart of New York City by a collective of spirited and hard working creatives who were ready to break rules by taking old school cinematic craftsmanship and marrying it with new state of the art digital technologies.

Steve Moyer: Founder / Director
Steven Moyer's work in the film and television industry spans over 20 years. In 1997 he graduated from The Florida State University with degrees in Fine Art and Business as well as an MFA from the School of Motion Picture and Television Production.
After moving to New York City, he worked his way up the ranks from set electrician to gaffer and from cinematographer to director. Through this formative time in the lighting and camera departments, along with hours of experimentation in the edit and color rooms, Moyer developed a strong sense of visual storytelling and a reputation for drawing the most out of every project.
In 2007, Moyer gathered a collective of hungry filmmakers and founded The Arsenal Film & Creative in New York City. This “Arsenal” of creators applied years of filmmaking artistry and craftsmanship to emerging digital editing and camera technologies. Having the entire creative process in one location allowed Moyer and his team to create stunning commercials, promos, and digital content that helped reshape the way network promotions were shot.
Moyer’s well-rounded background organically led him to directing, and he soon found himself traveling the world shooting television promos and commercials, gathering numerous awards along the way. He continues to work, develop and collaborate with peers as both cinematographer and director.
Some of his notable clients include Discovery Networks, AETN, DirecTV, DISH, Geico, Ford, and Toyota.
Dax Kimbrough: Managing Partner
Dax Kimbrough is a 20-year entertainment and marketing industry veteran with executive positions at EMI Music, Universal Music Group, and THQ where he worked with innovatively worked with a confluence of brands and bands in the entertainment sector. Dax has produced for multi-million dollar music artists and worked with such global agencies as Saatchi & Saatchi.
In 2015 Dax joined The Arsenal Film & Creative as the key business lead. He holds a BA in Communications from Florida State University and an MBA in Executive Management from The University of Southern California, where he is also an Adjunct Professor.
Charles Paek: Partner / Director
Charles grew up with a fond appreciation for the arts and cinema and after graduation from The New York University dove right in as lead designer at CBS broadcasting. Following this time he worked at a series of major visual effects companies including Digital Domain. In this time Charles acquired valuable experience and perspective into the interworking of the post editorial and vfx processes.
Charles is now a successful Director and brings his unique understanding of design, production, and post-production processes to the table to further enhance The Arsenals mission to streamline projects for it’s clients.
Charles has worked as a Director, Visual Effects Supervisor, and Art Director on projects for clients such as Lexus, Target, Acura, Infiniti, Marvel, Paramount, and Tanqueray, Charles was able to garner a VES nomination and a Clio win.
Michael Deane: Executive Producer
Michael is a seasoned executive producer and creator of content with over 25 years in the industry. He has produced projects ranging from $15K to $1.8 million and has worked on the production company, client, and agency sides. As an EP, Michael seeks to serve as a liaison between production, clients and creatives, while fostering a workspace that is engaging, productive and supportive of his peers.
Michael also has extensive experience producing in the US, Brazilian and Japanese markets. His work includes projects for Netflix, Sony, Nissan, HBO, Showtime, Pop.tv, TLC, Discovery and more.
